🌟 Casual Leave (CL) Rules for Haryana Government Employees
Haryana Govt. Employees are entitled to casual leave (CL) as per the HARYANA CIVIL SERVICES (LEAVE) RULES, 2016.
📜 What is Casual Leave?
Casual leave is designed for unforeseen and occasional absences from duty for short periods. It is not a regular leave type, and employees on casual leave are not considered absent from duty, ensuring their pay remains uninterrupted. Note that casual leave cannot be taken on half pay or without pay.
🏛️ Who Can Sanction Casual Leave?
Casual leave is sanctioned by designated authorities:
Sanctioning Authority | Authority to Grant Casual Leave | Notes |
---|---|---|
Head of Office | Full powers for employees under their control | Own casual leave must be sanctioned by the next higher authority. |
| Up to 4 days | Own casual leave must be sanctioned by the Head of Office. |
Note: The Head of Office may delegate sanctioning powers to any gazetted officer in their office.
📅 Casual Leave in Your First and Last Year

Between June 30 and September 30 | 5 days | 10 days |
After September 30 | 2 days | 5 days |
After November 30 | 1 day | 2 days |

📈 Other Calendar Years
Casual leave entitlements are as follows:

---|---|---|
Up to 10 years | 10 days | 20 days |
10 to less than 20 years | 15 days | |
Over 20 years | 20 days |
Note: Employees completing 10 or 20 years of service in a calendar year are entitled to enhanced casual leave from that year onward.
📊 How is Casual Leave Accounted?
Casual leave accounts are maintained annually from January 1 to December 31. At year-end, accounts are closed and new ones opened. For example, if an employee takes leave from December 30 to January 7, the days from December 30-31 count in the previous year, while January days are counted in the new year.
⏰ Short Casual Leave and Late Attendance
📉 Short Casual Leave
Duration | Casual Leave Debited |
---|---|
Up to 2 hours | 1/3 day casual leave |
Up to 4 hours | ½ day casual leave |
⏱️ Late Attendance
Duration | Casual Leave Debited |
---|---|
Up to 2 hours | 1/3 day casual leave |
Up to 4 hours | ½ day casual leave |
After 4 hours | Full day casual leave |
Note: If no casual leave is available by year-end, short leave and late attendance will be debited to the earned leave account.
🔒 Maximum Limit and Leave Combinations
Employees may be absent for a maximum of 16 continuous days using casual leave. This period can include holidays without debiting the casual leave account, but the total must not exceed 16 days. Requests for such leave should typically be approved, although dates may be adjusted for administrative convenience. Casual leave cannot be combined with regular leave types.
By understanding these guidelines, government employees can effectively manage their casual leave entitlements while following the necessary protocols.
