Extraordinary Leave (EOL) is a special type of leave granted to government employees under specific circumstances when they have exhausted their earned and half-pay leave. Government employees in Haryana, are entitled to Extraordinary Leave under Haryana Civil Services (Leave) Rules, 2016.

Eligibility Criteria

  1. No Leave Available: Employees may apply for Extraordinary Leave when they have no earned or half-pay leave at their credit.
  2. Written Application: If leave is available, employees can still apply for Extraordinary Leave in writing.

Retrospective Leave Conversion

  • Absence Without Leave: Authorities can convert periods of absence without leave into Extraordinary Leave, regardless of other leave entitlements. 
  • Conversion of Extraordinary Leave: Previously granted Extraordinary Leave can be converted into earned or half-pay leave if the employee qualifies.

Notes on Retrospective Conversion

  • Note 1: The authority’s power to convert willful absence into extraordinary leave is absolute and not restricted by the conditions mentioned in the eligibility criteria. However, this conversion is not a right that the employee can claim.

  • Note 2: Extraordinary leave granted on the basis of a medical certificate may be commuted retrospectively into “leave not due,” at the discretion of the authority that sanctions leave.

Limits on Extraordinary Leave

  • Maximum Duration:
    • Up to 6 months can be granted on any occasion.
    • Up to 24 months may be granted based on a medical certificate.
    • For higher studies/training, employees can receive up to 24 months if they have completed 3 years of continuous service.
