Criteria for Selection, Examination & Syllabus

  1. Pattern of Examination:

    • All questions will be compulsory.
    • Question paper will be bilingual (English & Hindi).
    • An Offline (OMR base) written examination will be conducted for recruitment of Group-C posts.
    • There will be no negative marking for wrong answers.
    • Total number of questions: 100
    • Each question carries a weightage of 0.975 marks.
    • Candidates must choose one option out of five provided.
    • If a candidate does not mark any option for a question, 0.975 marks will be deducted for each unattempted question.
    • An additional five minutes will be provided specifically for marking the fifth option, in case a candidate is unsure of the answer.
    • Total time allowed for the paper: 105 minutes (100 minutes for answering questions + 5 minutes for marking the fifth option).
  2. Syllabus:

    • The detailed syllabus and pattern for the written examination/ skill test (97.5%) are available in Appendix-C.
    • Detailed information is also accessible on the official website: www.hssc.gov.in.
  3. Recent Changes:

    • The weightage of socio-economic marks (2.5%) in the scheme of marks has been eliminated as per the Hon’ble High Court judgement dated 31.05.2024 (LPA No. 1037/ 2023).

Process of Recruitment for Group C Posts

  1. Application and Eligibility Criteria:

    • Candidates must meet the minimum educational qualifications and eligibility conditions specified in the advertisement issued by the Commission.
    • Only eligible candidates who applied by the last date specified will be issued an Admit Card to appear in the skill and/ or written examination.
  2. Examination Process:

    • Offline Written Examination or Skill Test: The Commission will conduct an offline written examination or skill test based on the merit list of CET (Common Entrance Test) marks.
    • Maximum Eligible Candidates: The number of eligible candidates to appear in the examination will be determined based on the number of posts advertised:
      • Equal to five times the number of posts if the number of posts is less than 30.
      • 150 candidates if the number of posts is between 30 and 40.
      • Equal to four times the number of posts if the number of posts is greater than 40.
    • If multiple candidates achieve the cutoff CET marks, all such candidates will be eligible to appear in the skill and/ or written examination.
  3. Common Examination for Similar Posts: The Commission may hold one common skill and/ or written examination for posts with similar educational qualifications, based on merit-based options given by successful candidates.

  4. Extension of Application Date: If the number of eligible candidates applying initially is less than the specified limit, the Commission may extend the application date by publishing a notice on their website.

  5. Minimum Marks for Consideration:

    • General Category: Candidates must secure a minimum of 50% marks in the skill and/ or written examination (48.75 marks out of 97.5).
    • Reserved Category: Candidates receive a 10% concession, requiring a minimum of 40% marks in the skill and/ or written examination (39 marks out of 97.5).
  6. Shortlisting and Publication of Results:

    • Based on the marks obtained in the written/ skill examination, candidates will be shortlisted for selection, recommendation, or waiting list in their respective categories.
    • The results will be published on the Commission’s official website.
  7. Unfilled Posts: If eligible candidates are not available after the skill and/ or written examination, the unfilled posts will be re-advertised according to the reservation policy.

Post Preferences:

Candidates applying for skill and/ or written examinations for multiple posts or departments in groups must follow these guidelines for post preferences:

  1. Detailed Options:

    • Candidates need to fill out detailed options for various posts and departments through the online application mode.
    • Each candidate must specify their preferences clearly. Failure to indicate preferences for a specific post or department will result in the candidate not being considered for that position.
  2. Finality of Options:

    • Options confirmed and submitted at the time of application submission will be treated as final and cannot be changed afterward under any circumstances.
    • It is crucial for candidates to carefully consider and select their preferences as per their qualifications and interest.

Scrutiny of Documents:

  1. Uploaded Documents:

    • Only documents uploaded by the candidates during the application form filling process will be considered for scrutiny.
    • Any discrepancies or variations between the uploaded documents and those presented at any subsequent stage will lead to the cancellation or rejection of the candidate’s candidature.
  2. Responsibility of Candidates:

    • Candidates are solely responsible for ensuring that all required supporting documents and relevant information are uploaded correctly during the application process.
    • Applications found without the necessary documents or with incorrect information will be liable to be cancelled or rejected.
  3. Verification of Documents:

    • The Haryana Staff Selection Commission (HSSC) does not verify the genuineness of documents uploaded by selected and recommended candidates with their application forms.
    • The verification of documents will be carried out by the respective department at the time of issuing the appointment.

Documents to be uploaded with Application Form (MANDATORY)

  1. Scanned Copy of Essential Academic Qualifications and Matriculation Certificate:

    • This should include details such as Date of Birth and other relevant academic information.
  2. Scanned Copy of SC/ BCA/ BCB/ EWS/ ESM Certificate:

    • Relevant caste/ category certificates as applicable (SC/ BCA/ BCB/ EWS/ ESM).
    • Eligibility certificate for family members of ESM (Ex-servicemen).
    • Certificate for children/ grandchildren of Freedom Fighters.
  3. Scanned Photograph:

    • A clear, recent passport-size photograph of the candidate.
  4. Scanned Signatures of the Candidate:

    • Candidate’s signature in digital format.
  5. Scanned Copy of All Documents/ Certificates Showing Higher Qualification, Experience, etc.:

    • Include certificates demonstrating any additional qualifications, relevant experience, or other criteria specified in the application.
  6. Haryana Bonafide Resident Certificate (if applicable):

    • Proof of residency in Haryana, if claiming benefits under this category.
  7. Equivalence Certificate (if applicable):

    • Certificate proving equivalence of qualifications if not directly stated in the application.
  8. EWS Certificate as per Annexure-V (if applicable):

    • Economically Weaker Section certificate as per the specified format (Annexure-V).
  9. Discharge Certificate/ Book (for ESM):

    • Discharge certificate or book for candidates who are Ex-servicemen (ESM).
  10. Eligibility Certificate for Family Members of ESM:

    • Certificate proving eligibility as a family member of an Ex-serviceman.
  11. Eligibility Certificate and Disability Certificate for Dependent of Disabled ESM:

    • Certificates proving eligibility and disability status for dependents of disabled Ex-servicemen.
  12. Certificate for Children/ Grandchildren of Freedom Fighter:

    • Certificate proving the candidate’s status as a child or grandchild of a Freedom Fighter.

How to Apply

To apply for Group C posts through the Haryana Staff Selection Commission (HSSC), candidates should follow these guidelines:

  1. Read Advertisement and Instructions:

    • Carefully read the advertisement, instructions, and procedures provided by HSSC before filling out the online application form.
    • Ensure all details entered in the application form are accurate. After filling the form, review all particulars carefully.
  2. Apply Online:

    • Apply online well in advance of the last date of submission of the application form. Don’t wait until the last moment.
    • Go to https://adv082024.hryssc.com/ & Enter Your Registration No. 
    • Before submitting the online application, double-check that all fields are correctly filled.
  3. Editing Application Form:

    • Candidates can edit their application form until the closing date of submission.
    • To edit the application form, candidates need to login at https://adv082024.hryssc.com/ with the registration number.
    • No changes, corrections, or modifications will be allowed after the closing date of application submission under any circumstances.
  4. Print Application Form:

    • After successful submission, candidates should take a final printout of the application form for their records.
    • Ensure all necessary documents are uploaded as per the requirements.
  5. Submission of Hard Copy:

    • When called upon by HSSC, candidates must submit the hard copy of the application form along with all uploaded documents.
    • Documents that have not been uploaded during the online application process will not be entertained.
    • HSSC may request additional papers for more clarity if needed.
  6. Request for Change:

    • No requests for changes in any particulars on the application form will be entertained after final submission.
  7. Offline Applications:

    • HSSC does not accept offline application forms or copies of downloaded application forms.
  8. Qualification/ Eligibility:

    • Candidates must fulfill the qualifications and eligibility conditions as of the cutoff date mentioned in the advertisement.
    • All educational qualifications, eligibility conditions, and experience will be verified with regard to the last date to apply online.
  9. Document Scrutiny:

    • Physical documents are not scrutinized at the time of online application submission.
    • Document verification (offline/ online) will be conducted later during the scrutiny process.
