Haryana Kaushal Rojgar Nigam (HKRN) – Rules & Regulations

Haryana Kaushal Rojgar Nigam / HKRN : Haryana Government has established Haryana Kaushal Rojgar Nigam (HKRN) for contract recruitment to meet short term unskilled and semi-skilled workforce requirements by improving public service delivery and deploying qualified personnel.

Tenure of employees selected through HKRN

  1. Initial Deployment Period:

    • Employees selected under this policy are initially deployed for a period of one year or for the duration specified in the DOL (Document of License), whichever is earlier.
  2. Non-Continuity of Deployment:

    • There is no guarantee or claim for continuity of deployment or any consequential benefits beyond the initial deployment period.
  3. Extension of Deployment:

    • Two months before the expiry of the initial deployment period, the indenting organization (the organization requesting manpower) can request an extension for a specified period of up to one year.
    • This extension request is based on monthly performance appraisals and requires the consent of the deployed employees.
    • The extension request needs to be approved by the Finance Department.
  4. Extension Process:

    • Once approved, the deployment period is extended for the specified duration through a portal managed by the Corporation (likely the implementing body of the HKRN).
  5. No Right to Regularization:

    • Employees appointed under this policy do not have a legal right to claim regularization of their services in the indenting organization where they are deployed.

This policy essentially outlines a contractual arrangement where employees are deployed for specific periods based on performance and organizational needs. It emphasizes that employment under this arrangement does not confer any permanent or legal rights beyond the specified deployment period.

Other terms and conditions applicable to employees selected through HKRNL:

Right to wages

  • Wages Equal to Corporation Rates:

    • Employees under this policy are entitled to receive wages that are equivalent to the applicable Corporation wage rates.
  • Protection of Higher Wages:

    • If employees are already employed in any Haryana Government organization under the outsourcing policy and are earning more than the applicable Corporation wage rate, their wages will be protected.
    • This protection applies if they are redeployed or ported through the Corporation under this policy for the same job role.
  • Contributions to EPF (Employees’ Provident Fund) and ESI (Employees’ State Insurance) Scheme:

    • Employers can contribute to the EPF account of their employees under the Provident Fund Act.
    • Employees are eligible for benefits under the ESI Scheme, which provides medical and cash benefits to insured workers.
    • It’s noted that ex-servicemen covered under the Ex-Servicemen Contributory Health Scheme, as notified by the Government of India, are not eligible for benefits under the ESI Scheme.

Leave Entitlement

  • Casual and Medical Leave:

    • Employees appointed through HKRN are entitled to:
      • One day of casual leave and one day of medical leave per calendar month.
      • A maximum of ten days of casual leave and ten days of medical leave per calendar year.
  • Additional Leave Benefits:

    • These leave benefits are in addition to:
      • Public holidays
      • Restricted holidays
      • A minimum of one day off per week.
  • Maternity Leave:

    • Women contract employees under this policy are entitled to maternity leave as per the Maternity Benefit Act, 1961.
    • The Maternity Benefit Act typically provides for:
      • 26 weeks of maternity leave for eligible employees.
      • Additional provisions for medical benefits and other related conditions during maternity.

Travelling Allowance/Daily Allowance:

Persons deployed under this policy shall be entitled to travel allowance or daily allowance as per the Corporation Contract Service Rules and Regulations.

Life Insurance and Medical Insurance:

Persons deployed under this policy shall be entitled for life insurance and medical insurance as per the Corporation Contract Service rules and regulations.

HKRN Educational Qualification

The Educational Qualification required shall be the same as prescribed for the job in the Annexures or as prescribed by the requisitioning Organisation.

HKRN Vacancy Age Limit

  1. Age Limits:

    • The minimum age limit for any job under this policy is 18 years.
    • The maximum age limit is 42 years for initial employment.
  2. Continuation of Employment:

    • Employees cannot continue in the job beyond the age of 60 years, provided that their health and fitness remain satisfactory.
    • This implies that while initial employment can occur up to the age of 42 years, employees are expected to retire from the job by the age of 60, subject to health and fitness evaluations.

These age-related provisions ensure that there is a defined range for entry into employment under the policy and a retirement age to maintain operational effectiveness and to consider employee well-being as they age.

The merit list of other than experienced candidates will be prepared as per the following scoring parameters:

Annual Family Income

Weightage of 10 to 40 marks will be admissible to the candidate according to the annual family income from all sources of the family:-

Age of Candidate For Selection in HKRN

Taking into account the age of the candidate at the time of recommendation for the job, a weightage of upto 15 marks shall be admissible to him, as under:

Skill Qualification – 20 Marks

A maximum weightage of 20 marks will be admissible to candidates possessing relevant NSQF aligned certificate, such as skill certificate from NCVT/SCVT recognized ITI/SVSU University/SSC etc., for posts which do not prescribe skill as minimum eligibility. ~~ (20 marks)

Socio-Economic Criteria (05 marks)

Weightage of 05 marks will be admissible to the candidate based on the following criteria:-

  • If the applicant-
    • widow;
    •  The first or the second child and the father of the applicant died before attaining the age of 42 years or;
    •  The first or second child and the father of the applicant must have died before the applicant attained the age of 15 years.

Common Eligibility Test (CET) written exam score (10 marks)

10% weightage will be admissible to the percentage of marks obtained by the candidate in the CET written examination prescribed for the post equivalent to or higher than the job role in question. This will be considered upto 2 decimal places. 

Ease of Deployment

Additional weightage of 10 marks will be admissible to the candidate who is a resident of the same district for which the job role has been notified. 

Weightage of beneficiaries of MAPUY

A weightage of 50 marks will be acceptable to the candidate belonging to the family related to Mukhyamantri Antyodaya Parivar Utthan Yojana.


Note 1:   Any of the above mentioned scoring parameters, which are not possible to apply at any stage, will not be considered for the purpose of scoring the candidates.


Note 2: In case of non-availability of candidates qualified for CET, the merit list will be finalized taking into account the existing eligible candidates available with the Corporation or candidates invited through open advertisement by the Corporation.


Note 3: In case two or more candidates have equal scores, the following tie-breaking procedure will be followed:

  • The beneficiaries of Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY) will get top priority.
  •  The age of the candidates in days will be taken into consideration for tiebreaking and candidates with higher age will be given preference.
  • Preference will be given to candidates having less annual family income in Rs.
  • Preference will be given to the candidates residing in rural areas.
