Eligibility Conditions & Qualifications

Qualifications and Experience

  • No person shall be appointed to any post in the Service unless they possess:
    • Qualifications and experience specified in column 3 of the First Schedule for direct recruitment.
    • Qualifications specified in column 4 of the First Schedule for appointments other than by direct recruitment.

Nationality

  • Eligibility for appointment requires that the person is:
    • A citizen of India, or
    • A subject of Nepal, or
    • A subject of Bhutan.
  • Proviso: Subjects of Nepal or Bhutan must have a certificate of eligibility issued by the Government.

Certificate of Eligibility

Persons requiring a certificate of eligibility may participate in the examination conducted by the recruiting agency, but appointment will only be offered after the eligibility certificate is issued by the Government.

Certificate of Character

  • For direct recruitment, a person must produce:
    • A certificate of character from the Principal Academic Officer of the last attended university, college, school, or institution.
    • Similar certificates from two other responsible persons who are not relatives and are well acquainted with the person in their private life.

Marital Status

    • Has married a person with a living spouse, or

Completion of Probation

Satisfactory Completion: Upon completion of the probation period:

  • If work or conduct is satisfactory:
    • Confirmed from the date of appointment for permanent vacancies.
    • Confirmed from the date a permanent vacancy occurs for temporary vacancies.
    • Declaration of satisfactory completion if no permanent vacancy exists.

Promotion

Probation Completion Requirement

Explanation: No member of the Service can be considered eligible for promotion from the category in which they were initially appointed unless they have satisfactorily completed their probation in that specific category.

Promotion Despite Probation Status
